Each Housing Area will have a fabrication warehouse located several miles away. There timbers will be cut to size, and wall/roof panels assembled. The unassembled houses going to a remote location will be loaded onto in-house tractor trailers/flatbeds and tarped.
Those in the Housing Area with carpentry skills will be hired before the general population.
Other skill sets, computers, bookkeeping, drivers, telephone operators, etc., will also be hired, same priority.
